Dawn LaBar | President & Chief Executive Officer

Dawn LaBar is a seasoned public policy strategist, campaign leader, and community advocate with a career dedicated to strengthening communities and advancing the economic and civic vitality of Solano County and the greater region. Her experience spans public service, political and issue-based campaigns, policy development, community engagement, and strategic advocacy. During her career, Dawn served with both the California State Legislature and the City of Fairfield, where she became known as a problem solver willing to take on complex community challenges and turn them into actionable solutions. Her work included developing impactful and recognized programs and public policy serving some of Solano County’s most vulnerable populations, including people experiencing homelessness, incarcerated and justice-involved individuals, at-risk youth, and people with disabilities. That experience has given Dawn a unique understanding of how government, policy, funding, business, elected leadership, and community priorities intersect—and how strong partnerships can transform ideas into lasting results.


As President and Chief Executive Officer of Solano Strategic Growth, Dawn brings that experience to a forward-looking organization focused on the decisions and opportunities that will shape Solano County for generations to come. Her leadership centers on housing, economic development, agriculture and agritourism, infrastructure, public policy, elections, and strategic initiatives that strengthen the region’s long-term prosperity and quality of life. Dawn believes lasting progress requires more than winning campaigns; it requires vision, thoughtful policy, strategic partnerships, effective advocacy, and the courage to tackle difficult issues. Through Solano Strategic Growth, she is bringing together decades of experience in public service, campaigns, policy, and community leadership to build coalitions, influence public policy, advance transformative initiatives, and help shape a stronger and more prosperous future for Solano County.

Debra Tavey, Vice President/Chief Strategist

Debra Tavey is an accomplished business leader, public advocate, and strategic relationship builder with decades of experience advancing economic development, business engagement, and community partnerships throughout Solano County. As the longtime President and Chief Executive Officer of the Fairfield-Suisun Chamber of Commerce, she became a respected voice for the regional business community, leading advocacy efforts and strengthening relationships between the public and private sectors. Earlier in her career, she served in leadership at The Vacaville Reporter, where she worked closely with businesses, community organizations, and civic leaders to develop effective communications and strategies that strengthened local commerce and public engagement. 


As Vice President and Chief Strategist for Solano Strategic Growth, Debra brings a wealth of executive leadership, strategic communications expertise, and an extensive network of relationships built through years of service to the Solano County community. Her strengths in advocacy, coalition building, business development, and organizational leadership help clients navigate complex public issues, build meaningful partnerships, and advance initiatives that create lasting economic and community impact. She is known for her collaborative leadership style, her deep commitment to strengthening the region’s business climate, and her belief that strong partnerships are the foundation of thriving communities.
